Could a HECS-style system help homeowners invest in solar and reduce their power bills? | 7.30

The federal government is being urged to help homeowners reduce power bills and carbon emissions by lending them cash to install solar panels, batteries and even to buy electric cars.

The idea is a HECS-style loan that would be repaid when the home is sold. But one economist warns that the scheme risks leaving renters behind. Adam Harvey reports.
